Identity confirmation referee

Hi,

We are trying to apply for our first British passport, however, for identity to be confirmed do we need to provide the references from the listed in the website?
Tbh, I don't know anyone with that profession however my neighbour who is a home maker is ready to confirm the identity. Would any one please guide in this regard, what to write in the employment etc. It's hard to find one.
During naturalisaiton process I had used the same references of two home makers references and wrote a cover letter explaining my situation and was accepted.
