IELTS band required for spouse visa

Just wanted to ask that what minimum band of IELTS is required for spouse settlement visa from Pakistan

List from 6th April is relevant. Spouse needs level A1.

Can you please tell me that where is this mention, that for Spouse visa the required IELTS band is A1? is it possible to provide any source?
