IELTS clarification

Hi

After painstaking search for ESOL, I have reached that no suitable course except IELTS is available that will get the certificate in quick timescale within Norwich area. Please could experts reply to my following questions:

1. For IELTS, does my wife only have to pass Listening and Speaking with Marks 4.0 in each. Will it be Ok for her to score 0.0 in each writing and reading?!!

2. One of the colleges are saying that my wife can take 12 week ESOL classes and if we apply earlier then they will be able to issue a letter saying that she is attending the course, current progress and performance etc. Will such kind of letter be acceptible with Home Office as an evidence for BC?!!
