IELTS rejected case. Planning on AR

Hi Experts!!!
One of my friend from india also applied with at mumbai vfs on 28 th march 2019 for 50k initial ent visa.
He scored 85 points and could not score 10 for English language as he submitted IELTS Result for Canada as he thought it would work. I also applied with him on with Naric certificate on separate application. I am still waiting for my decision but my friend's decision came on 19th day of the application. The resfusal said that they could not find IELTS one SELT DATABASE.
He is planning for AR with new Naric certificate with explanation that he thought canada ielts would work as he scored 7 band. Questions are as follows:

1.Do u think his AR would be accepted?
2. Should he go for JR if his AR gets rejected?

Please help with ur experience snd expertise.

You need to read the rules and follow them. The rules are clear that ONLY secure IELTS is acceptable. This is known as IELTS for UKVI or SELT and offered by some IELTS providers. Other IELTS certificates are NOT acceptable.

Your friend cannot add new evidence during AR either. Applying for AR would be pointless given that this was not an administrative error but failure to provide the required documents as per rules.
