IGS extension refusal

hi can someone help me?
i submitted my IGS extention visa application on 30th OCT, which HO received on 31 OCT. but HO refused my 2nd year IGS extension. they said i didn't have £800 at time. as for my information before 30 OCT £800 balance rule was not there. is someone have same issue ??
