IGS: Lost Passport, is TOC necessary?

a Japanese national who wants to apply for IGS has recently lost their passport and therefore has been issued a new one.

Should she go directly ahead and apply for IGS using her new, unstamped passport in the assumption that the BIA will have her visa details on record, or will she have to apply for Transfer of Conditions (TOC) first?

Obviously TOC incurs a drastic fee around £160 I think, so is not desirable 8)
