IHS refund

I have extended my visa to another employer in april 2019 and paid IHS of 1200 for 3 years. Now, i got a job with another employer with higher pay. I understand i have to apply for another tier 2 and pay IHS again. will i be refunded for IHS since this is the second time that i will pay for it. for the same duration of 2019-2021.
