Can an illegal (has no entry visa) non-eu spouse of British citizen be granted a resident permit in uk if he applies for it. Pls share your idea with me on this topic. Thanks.

Not possible to apply from within the UK, although you need to give more information of your situation. Do you have children together for example. By 'resident permit' I assume you mean spouse visa which is what you would have to apply for as a spouse of a British Citizen.
However, trawling back through your previous posts it appears that you successfully applied under EU regulations for a family permit. So what's happened to make you 'illegal'?
