UK ILR application for dependence (Non EU Resident)

i have been granted ILR to remain since february of 06 and have made various trips back and forth to visit and stay with my children and mother who was caring for them.my mother suddenly died in november of 05,i have made and application for my childern to join me here as my dependence as there was no immediate family member to care for them relying on friends of strangers and have refused on the grounds that i waited some months before i made my application.
I would apreciate if you can give information on this matter advice on the human rights act i connection to reuniting families.

Refusal due to "waiting some months before making an application" seems to be a strange reason, unless they were aged 18 or older. Ask them to reconsider and/or appeal if you meet with the requirements.
