ILR Applying with short of cohabitation proof

Hi Experts..

I had a query regarding my wife ILR (dependent)

I got my ILR last year July 2013 on Tier 1 PBS,
My wife came to UK in May 2012 as Tier1 dependent visa, later I had extension of my Tier 1 visa in September 2012, so I send my application along with my wife Tier 1 dependent by post. Got Tier1 extension visa for both of us in February 2013 for next 2 years ( valid Till Feb.2015)

Later I m qualified for my ILR on May 2013 where I went on same day service and I got my ILR done.
Since my wife Join me in UK May 2012 she don’t have any co habitation document proof till August 2013.
Now she had NHS Registration from Aug 2013,
Election voter Registration form July 2013,
Bank account from August 2013
Provisional Driver Licence August 2013

No Council Tax Bill as we sharing the Apartment with another family, though council tax bill is on other family name.
All above she had on the same address where we both living together but Only I do carry same above documents on same address more than 2 years.

Now as per above scenario when she ll be eligible for applying for ILR depended visa?
she ll be completing her 2 years in UK by May 2014 but cohabitation proof she having since August 2013.

with above case I went to once OISC Firm to seek an advice. They give me below advice:

1)Get a letter form previous and current landlord saying they since my wife arrived in UK she is staying with me in their rented accommodation.

2)Get a letters form friends confirming the same as above, that they know Me and wife are staying together since my wife landed in UK in above mentions addresses and they have visited us as family friends many time.

3) A written latter from Me saying that to case worker that I dont have any legal Proof cohabitation for my wife and me since May to 2012 to Aug.2013 so I m attaching above letters.

I m not sure about his advice ll work or not with From SET(o) for my wife dependent visa ILR

please advice me with your expert opinions.
