ILR - Best date to apply

Hello Team,

I hope all is well.

I was on a Tier 4 Student issued on 15 Aug 2016, and expires on 31 Jan 2018.

Before the end of my Tier 4 Visa, I switched to Tier 2 Visa inside the UK which was issued on 19 Dec 2017.

Since then I changed my sponsor twice, without any issues.

I have 2 questions:

1. Given that I can apply 28 days before the 19th Dec, the earliest date to apply is 21st of Nov 2022, correct?

2. If I choose priority service, would it be an issue since the visa will be issued before a full 5-year period? Or would they delay it until I complete my 5 years period?
