ilr or citizenship aps

in regards to spouse visas, why does the home office ask for the sponsor's passport repeatedly? for example, the home office asks for the sponsors passport when applying for the spouse visa, and then again when applying for ilr, and then again for citizenship. if the applicant has already showed the passport the first time, why keep showing it over and over? ps, the sponsor is a british citizen, born and raised.

1-its fun to annoy the applicant
2-because they want to\\
3-they cant believe what they saw last time, so need to double check
4-short memory span
5-these are all different offices and their coordination skills are poor
