ILR - Dependent - Clarification needed

I have completed 5 years (3.5 years on WP visa + 1.5 years on Tier1 visa) and going to apply for ILR soon. I got married 6 months back and my wife is in UK now on Tier 1 dependent visa.

From UKBA , I have understood that she is not eligible for ILR now , as she has not completed 2 years in UK and she has to apply seperately using FLR(M) after my ILR is approved , for what they call as temporery visa for dependent of a settled person.

1.Can someone confirm whether my understanding is correct ?. I want to cross check this as it costs additional 800£.

2. Also , how long she can stay is her current visa after I get the ILR. Can she go out of UK and come back with the current visa ?.
