ILR Query- Tier1 UK, Tier2 UK and Jersey Workpermit

Hi Guys
Can someone please help me in my ILR Query
Year and Visa status below for reference

2007 - 2009 -Initial Work Permit for Jersey (Channel Island)
2009 - 2010 - Extension of work permit for Jersey (Channel Island)
2010 - 2011 - Another extension of work permit for jersey but moved to UK under Tier 2
2010 - 2011 - Tier-2 General (CoS) - UK
2011 - 2013 - Tier-1 General
2013 - till now (Valid till 2016) - Tier-1 General.

With changes in rules last year it seems to be I can apply for ILR, but can someone please suggest that I am eligible for ILR and can I apply in-person.

Please help.
