ILR

Hi, I am currently in a relationship someone from romania.

She had lived in the UK for 6 years and then moved to work in Dubai for 5 years until returning to the UK in September 2013

Do she need ILR to live in the UK because of this? and what if she doesn't have this would she get kicked out?

I am asking this because I am worried that in case I might be used as a quick ticket for British permanent residency

How do I find out if someone has ILR?

Romania is part of the EU and Romanian citizens have free movement rights. Working restrictions have been lifted.

Thanks Vinny. I dont know why websites are still stating these 5 year rules when the restrictions do not even apply anymore.

The 5 year rule is for attaining PR. Previously, they also had to obtain permission in order to work.

You won't be a fast ticket to permanent residency. Even under UK Rules, it now takes 5 years to obtain ILR and the same to British Citzenship if your were married (assuming you hold BC).
