ILR then british citizenship?

My wife has been in the uk since 2005 on student dependent visa. I had my ILR in oct 2009. I am now a british citizen
she and our 2 kids had spouse visa in 3rd march 2010. they can apply for ILR early february (4 weeks before 3rd march). I was told they can apply for british citizenship straight after they have ILR, because they meet the residential requirements. The reason why they cannot apply for british citizenship without going through ILR is the time restrictions rule which says:

"You must be free from immigration time restrictions on the day you make your application."

1- Do we really have to go through ILR route to apply for citizenship (this means paying £972 + 2 dependents for ILR and then next day pay £836 + 2 dependents for citizenship).

2- the fees on the form state £972 for a single person, and £1944 for 1 person + 2 dependents. my kids are 6 and 3 years old (less than 18 ). if we include the children with the main applicant (the mum), do we pay £972 or £1944.

yes, you really do have to go to the ILR route for your wife. Where were your children born?

yes, you really do have to go to the ILR route for your wife. Where were your children born?

they were born in france (they are not french). They are tunisians.

then yes you need to apply for ILR before applying for citizenship, and yes you need to pay a fee for each applicant.

the specified fee if they apply separately.
Children aged 18 or over may not be included. They
must apply individually and pay the specified fee in
each case

what that means is if they pay separately, they pay the higher, specified fee. If they are included on your wife's application they pay the relevent combined fee you have already quoted.
