ILR ON TIER 2

Hello Everyone

I am on Tier 2 general and my salary is 31000 a year. I want to apply for ILR next year but they want salary above 35 k to apply for ILR , My occupation is in shortage list can i still get ILR?
also my Tier 2 Is finishing in Nov 2016 and my ten year is finishing in Aug 2016 so should i go for 10 year or tier 2 program?

Shortage occupations are exempt from the 35K threshold being implemented in April 2016.

make sure your job is within the right industry of the shortage occupation.
for example, civil engineer soc code 2121 is in shortage occupation list but only in certain industries (oil and gas, and ground engineering).. civil engineer employed otherwise do not qualify for shortage occupation.

My occuption is on shortage list under code 2126 as design engineer.On tier 2 general my 5 years is finishing in nov 2016 and 10 years in august 2016. Should i apply for 10 year program or 5 year program.

also can i go Life in uk test this year as than i have one less thing to worry next year.
