No. Neither registration or naturalisation have super priority. Neither of them are a part of the immigration pathway, which ends at ILR. Both are separate processes with different laws and requirements from immigration.
They can apply for a British passport any day after getting their registration certificate.

Just make sure that they have private medical insurance for any period between the date their visa expires and the day of their registration certificate, as they will not be covered by the NHS for that period.

The traditional refrain to that question is "How long is a piece of string?". It takes as long as it takes. The Home Office's target is six months, but that can be extended indefinitely.
