i dont even know who to contact regarding the legacy application and what is their requirements and how long they will take to make decision on it

It might not b the Royal Mail bt the Home Office, our documents took 18 days to arrive from the Home Office.

Documents will take time to arrive .. thatt's just the UKBA for you.. I got mine almost 1 week after Biometric card arrived ...
