Help Needed for Refusal Please

Hi,
Everyone I applied spouse Visa for My Mrs and Son after 8 month get Refusal Due to I change my employer but Didn’t inform Home office for change of circumstances.
When I changed employer still my earning shows yearly more than 22,400.I called HMRC they told My earnings with Tax I paid is more than 28,000 for 2016 to 2017.
My advice I need to take should I appeal or not,one lawyer say appeal second say apply again.Bit confused please help me if anyone knows.
