To meet the financial requirement the whole cash income must be deposited into bank. Most 10 years based categories don't have financial requirement.

It won't be refused on account of financial requirement. It isn't required on the 10 year route.

As other pointed out, there is no financial requirement under the 10 year route provisions

That new relaxation is more likely for those who can't travel to reapply or renew from outside of UK. Therefore, it might not apply to those who already have the right to renew without leaving. So apply in timely regardless of when will the ukvcas will be opened.

Visa fee of £1033 plus whatever the appointment/service charge is for UKCVAS if you can't get a free appointment, obviously when the centres reopen.

The earliest you can apply is within 28 days before visa expiring OR before the visa expiry date.

Free visas? The application fee is only waived in exceptional circumstances, such as destitution. Is your husband still employed and earning an income?

The process for a fee waiver is to apply for the fee waiver before you apply for the visa. Ho can take a few weeks to approve or reject the fee waiver.

As already mentioned, fee waivers are granted to those who have exceptional circumstances, such as homeless, single mothers who don't work and under social services care, destitute, victims of domestic violence etc.

These don't seem to apply to your circumstances.

What reason exactly would you claim that you qualify for a fee waiver and what evidence would you submit?

So not destitute or homeless etc.

Many companies have been employing people in the farming and retail sector. Why has he not tried to find employment?

I suggest try borrow the money from someone.

He will be an overstayer (can't work and no free NHS) and IF he gets another visa, he restarts his 10 years again from scratch.
