National Skills Fund

Hi, I have no access to the public funds. Is the new National Skills Fund where the government will pay for my level 3 course considered as a public fund. I contacted the college but no one gave me a definite answer as it is a new thing and they are not sure about it.

41. The learner’s immigration permission in the UK may have a ‘no recourse to public funds’ condition. Public funds do not include education or education funding. Therefore, this does not affect a learner’s eligibility, which must be decided under the normal eligibility conditions.
