For visitor visa application to be approved, person must show they have strong ties to their home country and intend to return back.
Came up pretty quickly in the searches.
You can't switch from a visit visa to a residence visa of any kind, such as a spouse visa, within the UK. So, no. That idea is a non-starter.

Just to clarify, I was not intending to switch in country from Visitor to Spouse Visa.
But the query is, can the person apply for visitor visa and after getting the visa apply for a spouse visa from India and then travel to the UK on visitor visa while the spouse visa is being considered.
The person has previously been in the UK on a visitor visa, so this will be a 2nd visitor visa application.
