Spouse visa decision email

My relative received an email that his spouse visa has been successful 16 Nov, I thought that decision would normally be know upon passport collection. Is this normal ? Yes, decision outcome is sent out via emails now. Also how long will he have to Waite before he can collect the passport. No one can tell exact, just got to wait to hear from VAC for pick up or courier company for delivery. Timeline 1st July 2022
