My brother applied family visitor visa but It was refused and the reason they have given that they are not satisfied with balance of probabilities.What does that mean?

There must have been more to the reason than just the words "balance of probabilities" as all that means is that something is more likely to be true than not true.

When they 'balance of probabilities' - they are applying it to something.....which you havent really told us.

How about some more info.....
