Evidence for not applying before your permission to be in the UK expired

Was there a reason beyond your control why you did not apply before your visa or leave to remain expired?

another reason, for example you were in hospital for a different reason or had a death in your immediate family, select yes and provide evidence of this when you are asked

My question: I applied for a fee waiver before my visa expired; however, the above question was posed on the main family visa application, and I would like to know how to respond, as it is a 'yes' or 'no' question. If I answer yes, it would require reasons. I believe my fee waiver application is a continuation of my leave based on 'Section 3c'
