Implementation of Directive 2004/38/C in Germany

Hi guys,

Can anyone please point me in the right direction of Directive 2004/38/EC transposition / implementation / administrative procedures in Germany?

Any links or guides would be a big help. Many thanks.

Freizügigkeitsgesetz/EU (implementation)
Freizügigkeitsbescheinigung (registration cerificate)
Aufenthaltskarte (residence card)

Residence cards from the 'Ausländerbehörde' and the certificates from the same place or through the local council AFAIK.

All in German...
