I need an another favor. As I am an Tier-4 student thus public fund is restricted for me to use. I have got a list from UKBA website of the public fund and got to know that incapacity benefit is not a public fund and based on National Insurance contributions. As I am disabled, I have already got freedom pass, so can I apply for incapacity benefit ? If I get the benefit then is that shall make any trouble during my visa extension ? Please do me favor again. Thank you.

incapacity benefit can no longer be claimed by new claimants, it has been replaced by contribution based Employment and Support allowance. This is also not a public fund however you usually need to have made sufficient national insurance contributions in order to claim it, i.e. worked in the UK and paid national insurance contributions.
