The 28 days absence from the UK should make no difference to your ILR.

Its only long term absence 6 months or more in this period that they may refuse and ask you to get FLR (Further leave to Remain) for the time that you have been absent

Snow, on what basis are you applying for ILR? What visa do you have at the moment?

It is believed that you are entitled to 180 plus 45 days of absence to account for the 4 to 5 year change to obtain ILR.
Thus, you are still under the limit of concern
