My Mrs had been in UK for more than 10 years but been outside UK couple of times, Is she eligible for ILR on basis of long residence?

ILR under long residence is granted if the 10 years was spent lawfully and continuously. Having continuous absences of more than 180 days or 540 days in total in the 10 years means continuity is broken

Based on what you posted, she doesn't qualify for long Residence ILR. There are too many large gaps between entry and exit dates.
