Applying ILR Online before the 28 days

Hello All!

Hope things are good at your end!

I would like to know when is the earliest day I can apply for ILR. My first Tier 2 visa was from 18/12/2014. I switched from Tier 4 to tier 2 at this time. So i was in The UK when this happened not outside.

I am assuming I can apply 28 days before I complete my 5 years. So if this is the case Can I apply from 21/11/2019??
