Refugee ILR - when to apply

Hi everyone,

Asking on behalf of a refugee. He sought asylum at the airport on 20 July 2014. Home office mistakenly refused his application on 09 October 2014. After contacting the home office, they realised the mistake, revoked the refusal and issued 5 year residence card on 05 June 2015 (8 months after incorrect refusal).

When does his 5 year period start?
1. Date on arrival to the UK/sought asylum on 20 July 2014.
2. Date of incorrect refusal on 09 October 2014.
3. Date of issuing the residence card on 05 June 2015.
