Tier 1 General,Long Residancy and dependant english language

Dear respected members,
Hope you are all doing well.
I came in UK February 2001 as a student.
My wife joined me as a student dependant in June 2008.
I got Tier 1 General in September 2008 and she became Tier 1 Dependant at same time.
I am going to complete 10 year next month for long residency ILR.
My Questions:-

1:- She will apply with me. Will she be granted two year spouse visa?
2:- Does she need to pass English language test, as requirements
changed recently on 23/11/2010 for partner's visa?

I will be waiting for your quick response.
