Ireland: How good are online recruitment agencies

Hello,
Do you know if there is any good way to post the resume for IT jobs in Ireland? My friend (with 5+ years IT exp and with an engineering degree in electronics and communication) had posted his resume in eolas.ie and irishjobs.com (which are supposed to be the best) and nothing has happend over 3+ months. So, the online recruitment way doesn't seem to work.
I am an Indian with 2+ yrs IT exp working for an IT giant and have a masters degree in computer engineering. Is there anyway to get an interview with any of Irish companies?
