Of course you can fill in your application form now and get Gardai to sign your application form etc. Just don't send anything to the passport office.

The ones that I have contacted are telling me they are not doing anything until restrictions have been lifted. I have noticed some have got their citizenship certificates already. I am still waiting for the certificate (received the email with an affidavit on 20/01 and my signed declaration was delivered on 27/01). I think my issue is that my declaration was witnessed in NI by a NI solicitor (my best shot in the lockdown conditions). I sent them an email asking if there is an issue with my declaration and received a copy-paste reply "wait 6 weeks, then contact us".
