see page 2.

One must note that it is people born in Pakistan, who will usually be Pakistani anyway, unless they are of Afghani origin born in Pakistan.

I accept that some may hold UK nationality also and included in the count. So you figure in the end may be correct.
Guys department dont want to give any decisions on ur cases. If they wanted they would have dont it already. This delay is on purpose not processing anything. Please guys we all have to go to court and organize some protest against the negligence of the department.
Hi rocky guy I just got an email from the department saying my file has been submitted to the minister of justice, how long do you think I will get a decision.

They told me January that my file is prepared. After that some week they say file submitted and another week say it is not submitted

So still playing submitted and not submitted....

According to INIS, in May 2019 there were 763 applications still waiting from 2016 (out of 13,000). On this forum, I think there are only 3 people waiting longer than you. If I were you, I would do a FOI request to find out what is happening.

Hi. I got FOI on my application. It has been filled upto question 21 in which someone has signed and sent me second stage letter in the end of 2017 and no other question is filled. But there is another checklist(submission checklist prior to submission for Minister decision) which is all filled and signed in Oct 2018. I don’t understand when everything is done then why they are delaying. Any suggestions what to do please?

In both cases, have you tried writing to your local TD to ask for their help? If there is anything on your file you think might give them cause to delay it, make sure you tell the TD, and give an explanation.

The TD's office can talk to the Minister's office, or INIS on your behalf. There's no guarantee of success, but worth trying.

Alternatively, there are organisations like the Immigrant Council of Ireland (link) who might be able to offer some advice or assistance.

Yes I did. I am in contact with TD and with his help I actually got the positive reply from INIS since Oct 2018 of advance stage and so on and now he said(actually his secretary) that there is nothing we can do more.

There are hundreds of TDs. Try another one. You're more likely to get a response from a TD who is not a Minister, and preferably an opposition TD as they have more time and motivation.

I would also recommend using the Immigrant Council to help you with the request. Their services are free and they are experts.

And if you go back to December 2018, there were 768 waiting from 2016. So a reduction of 5 in ~5 months... at this rate it will take 60 years to clear!
