I made a number of calls but to no avail. I even went to my local TD three times but same standard copy/paste response was sent to TD as well.
My solicitor sent a letter in Oct 2017 and I got response after 3 weeks that my application is being prepared for submission to minister. After 5 weeks in Dec 2017 my solicitor sent another letter asking for an update but no response. He sent a reminder and got response on 12 Jan that my application has been submitted to minister and as they get a response they will let us know.
So if someone has been waiting for more than 1 year and they still getting standard copy/paste responses, in my opinion they should seek legal advice. I know it will cost you money but at least you will get a proper response from citizenship.

I have got same answer two weeks ago and still waiting. I will call them tomorrow to get some update as the time is running fast and I think that the time left for sending approvals to us is so tight if they didn't submit the application yet.
I also heard the same when I called two weeks ago. I think there's a new batch of approvals coming, the lady on the phone said it should be okay and should be hearing from us very soon, so hopefully they get back to us in the next couple weeks just to make sure we have time to be included in the ceremony! Just called them now and response was the same, application still in final stage and she mentioned I should hear back in 4-6 weeks but thats kind of generic answer a lot of them say it. im in the same boat if we don't hear anything from them by this week then il be looking at the next ceremony.
I called them Thursday same response you should ring them today ask if your application is already submitted or not
its sad that we are waiting for almost 2 years while other getting their applications approved within 4 months.
I have also got the same answer. She said that I should hear from them in the next 4 weeks. However, after 4 weeks we will be already very close to the ceremony date so it is unlikely to receive approvals then but who knows. I didn't ask if the application has been submitted to minister or not but I think that it has been submitted and the lady is giving time frame based on this. So my guess we still have 3-4 weeks to hear from them, but after that it would be unlikely.

I have contacted them just now and I got the response that no further update on the application. It is still not submitted to the minster. Each time I call them I get a slightly different update depends on the one who is on the phone, some share more information than others. I think the only time I will get a robust response is when the application has been processed completely and the decision has been made and they only waiting to communicate the decision to me.
Nothing in hand can be done, the application is ready to be submitted to the minister but still not in his office despite the long waiting.
I think it means that your application has been submitted to minister for decision.
