Department sent same letter twice

We got letter from department justice regarding our naturlization application in January asking explanation about address we sent explanation after that we didn't get any aknowledgment that they recived letter. We got same letter same wording with differnt name person in April again. Anyone who faced similar situation. We want to know what does that mean department didn't reciveved previous explanation or they are not satisfied. It was normal post. Anyone who had similar experience.?
