Sounds like they have suspended processing applications too, emailed them this morning and got following response.

“Our public office has now closed due to covid-19. All processing of applications and documentation will be returned once services resumes”

Hi all
I received my irish ID card this morning. Passport book couple of days ago. So i am done. The only thing i have not received yet is my original documents submitted.

Yes. Spoke to an post this morning and they cannot process initial application there too.
It means FDS stopped processing or had backlog to clear first in order to take new applications in.
Guy an post office guessed this service will resume back hopefully before end of april in some stage.

They still accept online applications (although for first-time applications, it probably won't make any difference, as there won't be any person in the public office to receive the documents).

Response from webchat on DFA

Your new passport is sent to you separately to your supporting documents. t the average time between sending the passport and the supporting documents is about 4 6weeks, However the Passport Service is closed following the advice and guidelines of the HSE about Covid–19. Given the changing nature of the Covid-19 situation, we cannot give a time-frame of when the Passport Services will resume full services., your documentation is safe and will be processed once we resume services

I have phoned them and they told me it will take 4-6 weeks after dispatch of passport booklet. So it will be sometimes in early May.

I submitted my application online the day after the last citizenship ceremony - so about a month ago. The online passport tracker indicates that I should receive my passport card on 4/1 (3 days ago); I have not received any of my original documents back including my original home country passport.

Are they processing any passports that were "in process" or has everything ground to a halt due to COVID19?

the estimated time for my passport issue was 30.03.20 but i got it 27.03.20 in spite of 30 march. But still waiting original documents.

Hi, how does passport express work for return of original documents? Do you need to sign for receiving them? Asking because I was shocked when found my husband's passport sitting in our letter box being sent by regular post (to Northern Ireland). Considering we (applicants) are sending the most important documents together with passport application I am a bit concerned that they might just return them without any tracking or signature request.

They are usually sent by registered mail with no proof of signature required, as long as the item can go into your letter box. This is the same for the vast majority of government correspondence.

If the item is too bulky to go into your letter box, the postman will need to ring you or leave a note for collection, although this is completely dependent on the postman following the rules. My local postman has in numerous occasions asked me to sign for registered mails for my neighbours where the mail explicitly say ‘do not redirect’ or ‘recipient only’.

According to the article, at the moment passport services are on pause. They only accept online applications but do not process them.
