This doesn't make any sense at all. In the past when the average processing timeframe was between 6-18 months, I've not encountered any people who had to resubmit identity documents.
You might be thinking of a situation in which a document must be valid for at least six months from the time of application, i.e. an application is made in August of 2020, but your passport will expire in October of that same year. I could see that causing a potential issue if they reviewed the document after the expiry date.
There is an Irish Citizenship Assistance center near Philadelphia (
https://www.icphila.org/), so I stopped by in July 2019 to ask similar questions before I applied. Their reply was that the documents had to be valid at the time of application, but the FBR office did not require that they still be valid at the time of processing (e.g. 1 year later).
Rather than wait for my US passport to be renewed to start the FBR process, they said I could use my valid passport even if would expire in 2 months. Similarly, my mother's driver license was valid in 2019 but she did not have a passport or expect to renew the license/ID when it expired (no longer travels or drives).
I believe other posters mentioned having their FBR approved even in cases where the Irish parent died before the application was finally processed. (I hope not to have to find out the answer to this issue.)
