You send a polite PM to one of the mods or The Admin and point out the post, including which forum it is in.
We'll look at it and take necessary action.
In this case, the activity does not meet the threshold of actual SPAM. Yet.
However, the use of the URL in the *.sig was in appropriate since it violates the spirit of our zero-advertising policy.
