Ireland: D-Type Visa, eligible to work? Please Advise

I am currently undertaking a postgraduate research programme in Ireland. My wife (Non-EU/EEA) joined me later on a D-type visa. I just want to find out if she is eligible to work or apply for a work permit based on the new Spouse/Dependant of Employment Permit Holder scheme.

Please advise me on what to do.
