Passport application from abroad

Hi all,
I am applying for my first time irish passport as a naturalized citizen living abroad in Germany. It is mentioned in the form that the ID (passport) can be sent as a certified copy. I am just wondering if the other documents like birth certificate and naturalization cert could also be sent as a certified copy.
