Irish Citizenship Stamp4 EU-FAM

Hi All
All of you well

My wife came to the Republic of Ireland in 2015 on stamp4 and 2016 she got stamp 4 EU-fam.
she will be 5 years in Ireland September 2020 from date of entry
she will be 5 years in Ireland September 2021 from her GNIB card
which one take into account?
Did anyone apply recently on stam4 EU-fam?
if successful how long was waiting time-wise?The applicant can not leave Ireland at all for one year before application day, is the law still applicable?
Are there any other things should I have to know? like in 5year time, what is the maximum time the applicant can travel outside Ireland?
