IT2 TAX CERTIFICATES FOR TIER1

MY cousin's tier 1 General extension for migration ipaid s refused on the basis of income threshold below the limit.I had 3 months vacation and was back to my home country for 3 months.i had given them my income source from pakistan for those 2 months but they ask IT2 tax certificates as proof of that earning.Now i have submitted appeal and i am also submitting tax returns evidence that i had paid in that year.Will it suffice the purpose.How do they verify tax returns?
