please gurus answer my question. if i get refused after 2nd application within 28 days after first refusal and then go for judicial review will my leave be extended by virtue of section 3c and 3d?

No. Section 3C/3D is not applicable as a Judicial review is not made under sections 82(1) nor 104.

If section 3C/3D doesn't apply during a judicial review which could be before the Upper tribunal then it does mean that an applicant becomes illegal because those section extends not only a work related condition but it also extends one's legal stay during first application for leave to remain or in an appeal before the FtT.
Abit confusing and technical question,could you please enlighten further.
