Kids in UK university need English test for ILR?

My two kids over the age of 18 years will be applying for ILR in May 2014. One of my kid has secured an admission at the Strathclyde University which as per serial no: 21 in the the following link has considered that English level conforms to the UKBA requirement:

Can I use this as a support for an English language in the ILR application for my kid?

Further the other kid is already in the 2nd year of a 5 year degree course in medicine.
NOTE:
Over and above kids had most of their primary and secondary education in the UK except that we had returned to India for 4 years after the primary education before they could join the secondary education in the UK in 2009.
Kindly advise me in both cases.
