Lawyer applying for COS on company behalf

Hi,

Got a question can a lawyer apply for COS on company behalf.
So far reading though UKBA website I have an impression that it has to be company HR.

The company my girlfriend is working for, seem not to know how to do therefore they have hired lawyers, which have got some documents from my girlfriend, made her fill in their questionnaire form. Its been a month now and still no progress.

Also another question. How long does it take for COS through the unrestricted route from the moment of application?
