legacy case

hi i received a legacy case form and filled it and sent it back to the HO. I was then granted ILR written that it had been granted exceptionaly outside immigration rules. Whatever that means i dont know. This happened after i had been refused asylum 4 years before. After i got the status, the HO refused to give me a travelling document saying that i should apply from my country. In light of the information that asylum seekers can not travel to their home countries, do you think that it implies to me? Can someone please explain to me my status, am i a refugee or not?

You are not a refugee hence the refusal of the travel document. You need to go to your embassy & apply for a passport from there & then have your ILR permit transferred to your passport from your immigrtion status document. Refugees are granted 5 years leave to remain, not ILR.
