Yes, you will need a visa. Now and also later on. The Lisbon Treaty is about the reform of the EU and its institutions and has nothing to do with immigration matters. Besides, it hasn't been formally ratified in Ireland yet.

lisbon treaty on irish resident

Thanks Sage, but the following is an exerpt from the lisbon treaty which the irish have accepted and voted YES to on october 2nd, 2009

The first article under this sub-heading, Article 77, requires the EU to develop a policy to ensure the absence of any border controls within the EU

--
that means there will be no border checks within all EU member states. does this not mean that there will be free movement within EU member states to all EU residents?

Yes, but does it cite any timeline? It is mostly the UK who inists on a continued control of their own borders and incidentially the Tories in the UK push also very hard at the moment to topple the Lisbon treaty. If Ireland really wishes to abolish border controls with the rest of the EU they would also have to terminate the Common Travel Area agreement with the UK or wait until the UK changes its position...

..and the UK would have to start border controls in Northern Ireland again, which neither Ireland nor the UK wants to happen.
